Follow POL on Twitter Greg Mankiw suggests a way that universities in New York can use rent-control laws to simultaneously deprive private-property owners, renters, and the taxing authority. Whether this is actually happening is a story for some investigation-minded New York newspaper (or perhaps City Journal?)
