When Gov. Janet Napolitano vetoed legislation that would have restricted lawsuits against emergency-room personnel, she deflected political fallout by appointing a task force to study the matter. That task force proceeded to recommend (among other things) that ER physicians indeed be protected by such legislation; its vote to adopt that finding was 13-5.
