Small-town New York justice

The New York Times today starts a three-part series uncovering incompetence and abuse in the nearly 2000 "justice courts" dotting villages and towns throughout the state; qualifications requirements are lower for these positions that have the power to jail defendants than they are for the state's "manicurists and hair stylists."
