"Hotbed" states with high numbers of claims per 1000 doctors include Pennsylvania, Florida, Arizona, Wyoming, Montana, and (perhaps more surprisingly) Delaware and Indiana. States with relatively low claim rates include Alabama, Wisconsin, Minnesota, North Carolina, Virginia, Massachusetts, and Maine.
