Bowing to pressure from a coalition led by labor unions, the Bush administration announced that it will reinstate the antediluvian Davis-Bacon Act in the hurricane recovery zone, thus guaranteeing that the federal billions being shipped to the Gulf Coast will buy less reconstruction and be wrapped in more red tape than otherwise.
