Apple and backdating

If backdating is the scandal of the century, why is it that Steve Jobs, who has been heavily implicated in backdating at Apple, emerged unscathed from an internal probe co-conducted by none other than Al Gore, after which Apple's stock rose? Could it be that backdating is not, after all, the scandal of the century?
