Attorney general slush funds, cont'd

Skip Oliva notes a case in which California AG Lockyer is dishing out funds from a settlement over the chemotherapy drug Taxol. "If the state isn't going to use settlement funds to compensate alleged victims, then the state legislature should decide where the money goes, not an inferior officer of the executive branch," he says.
