An AP dispatch describes how they're working in Delaware, where trial lawyers agreed to enactment of such a measure on one big condition: the experts they retain to certify malpractice cases' merit would have to remain anonymous, as they also do in Illinois and some other states. KevinMD has a discussion. Interesting incidental fact: Delaware is "one of only three states that do not allow lawyers to question potential jurors."
